House passes $50 billion war supplemental, Dems attach strings

Calling it the ulimate groundhog day piece of legislation, Rep. Roy Blunt (R-MO) wondered when the Democrats are going to take a hint. House Republicans said, simply put, a troop withdrawal will not survive the Senate chamber or the President’s desk, even if tied to funding.

The strings the House Democrats attached include (1) troop withdrawals within 30 days, (2) a narrowed mission focused on counterterrorism and training Iraqi forces, and (3) a goal of full withdrawal by mid-December 2008.

The New York Times also reports that –

The bill would also require all American personnel, including C.I.A. operatives, to follow Army Field Manual rules on torture, among them a ban on waterboarding, an interrogation technique that simulates drowning without causing death

The bill passed 218 to 203, with 4 Republicans joining 214 Democrats.
